- 6 PM and 9 PM.
Only 9 percent of all fatal car accidents between the hours of 9 AM and 12 PM involve drunk drivers. Statistically speaking, it is unusual that the Fulton County Commission Chairman was involved in a drunk driving accident in the morning daylight hours.
